Team Leader – Transport Governance & Coordination Expert

About the role

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) seeks a senior professional to lead transport governance and coordination activities for the EU‑funded Technical Assistance to ECOWAS project. Based in Abuja, the Team Leader will oversee a 48‑month assignment aimed at promoting sustainable, smart, resilient and safe mobility across the ECOWAS region.

Key responsibilities

• Develop and implement strategies to strengthen land, air and water transport regulatory frameworks in ECOWAS member states.
• Lead a multidisciplinary team, ensuring effective coordination of multi‑donor, multi‑component technical assistance projects.
• Conduct regular field missions across West Africa, liaising with regional organisations and national authorities.
• Prepare high‑quality reports, policy briefs and AI‑driven analyses for the Contracting Authority.
• Manage stakeholder negotiations, ensuring alignment with EU external action procedures.

Required profile

• University degree in transport planning, civil engineering, economics or public policy; postgraduate degree preferred.
• Fluency in English and good working knowledge of French.
• Minimum 15 years of professional experience in transport governance, regional integration or related public policy.
• At least 5 years managing multi‑donor, multi‑country technical assistance projects, preferably in Sub‑Saharan Africa.
• Proven experience designing and coordinating regional transport governance or corridor management programmes.
