Consultant – Disability Rights Support for Mexico City Care System Law

About the role

The Office of the High Commissioner for Human Rights (OHCHR) is seeking a consultant to support the implementation of the Mexico City Care System Law from a disability‑rights perspective. The role will focus on integrating the Convention on the Rights of Persons with Disabilities (CRPD) into regulations, monitoring tools and service delivery to ensure autonomy, community inclusion and equal access for persons with disabilities.

Key responsibilities

• Participate in technical meetings with the Junta del Sistema de Cuidados and other authorities, providing advice on CRPD compliance.
• Analyse the Care System Law and emerging implementation instruments, identifying opportunities and risks related to international human‑rights standards.
• Review draft regulations, protocols and guidelines, recommending revisions to align with principles of autonomy, independent living and accessibility.
• Develop technical guidance and policy recommendations for disability‑inclusive care services.
• Support the creation of a caregiver registry and the expansion of care infrastructure with a focus on disability inclusion.

Required profile

• Advanced degree in law, human rights, public policy or a related field.
• Demonstrated experience in disability‑rights law, preferably with the CRPD.
• Experience providing technical assistance to public institutions on policy implementation.
• Fluency in English; Spanish proficiency is an asset.
