Short-term Civil Peace Service Advisor for Multi‑Stakeholder Dialogue

About the role

The Civil Peace Service (CPS) Advisor will support the implementation of inclusive peace initiatives in Mindanao, Philippines. Working closely with the MindanawOne Peace Network, the Ministry of Indigenous Peoples’ Affairs (MIPA) and local government units, the advisor will facilitate multi‑stakeholder dialogue and strengthen non‑violent conflict transformation processes.

Key responsibilities

• Provide accompaniment and advisory support to the MindanawOne Peace Network, Teduray communities, MIPA and LGUs to build organisational capacity, especially for Non‑Moro Indigenous Peoples in BARMM.
• Advise on advocacy topics such as Indigenous Peoples’ rights and Transitional Justice.
• Support MIPA in establishing and maintaining relationships with clients and other government agencies, including the Ministry of Interior and Local Governance.
• Design, set up and maintain inclusive safe spaces for dialogue, promoting Indigenous Knowledge and Practice Systems.
• Regularly update context analyses and facilitate participatory planning with relevant stakeholders.

Required profile

• Experience in civil peace service, conflict transformation or peacebuilding projects.
• Familiarity with the socio‑political context of Mindanao and the BARMM region.
• Proven ability to work with Indigenous Peoples, women, youth and displaced populations.
• Strong facilitation and advisory skills for multi‑stakeholder environments.
• Fluency in English; knowledge of local languages is an advantage.
