Consultant on Digital Public Service Navigation and Systems Integration

About the role

The Office of the High Commissioner for Human Rights (OHCHR) in Mexico seeks a consultant to develop an operational protocol that enables integrated digital access to public services for persons with disabilities in Mexico City. The work will translate existing policies and referral systems into a user‑centred digital model that supports informed decision‑making and rights‑based service provision.

Key responsibilities

• Map current public policies, services and referral mechanisms related to disability, social protection, and care.
• Convert mapping findings into a structured access model with clear user pathways across online and in‑person services.
• Design user journeys that guide persons with disabilities and caregivers through multiple service systems.
• Develop a comprehensive protocol covering service classification, navigation logic, presentation criteria, and accessibility requirements.
• Integrate behavioral design principles to promote informed choices and community‑based services.
• Identify gaps and barriers in existing digital platforms and propose functional architecture for a digital interface.
• Participate in technical and coordination meetings with INDISCAPACIDAD, Agencia Digital de Innovación Pública, and relevant service providers to validate system logic.
• Produce a technical concept note outlining feasibility, cost estimates, interoperability, and procurement considerations for a potential digital platform.

Required profile

• Familiarity with the Convention on the Rights of Persons with Disabilities (CRPD).
• Knowledge of Mexican public institutions involved in disability services (e.g., INDISCAPACIDAD, DIF, UTOPÍAS, PILARES).
• Ability to work under the supervision of OHCHR Mexico and collaborate with multiple stakeholders.
